2.&= nbsp; Purposeful Purchasing:=A0 Patrick and Ernie gave a presentatio= n and introduced a draft Purposeful Purchasing policy.=A0 Spectrum purchases over $1 million in products and services each year.=A0 If we were intentional about where we spent our $$, we could encourage our suppl= iers to improve their support of employment policies that encourage the hiring of people with disabilities. See policy attached.

4.&= nbsp; Total compensation was discussed =96 Compensation includes wages and benefits.=A0 Spectrum=92s benefits were up for re= newal on March 31, 2009.=A0 The proposed ra= tes were small increases in most categories, but for dental, the increase was 42%.<= span style=3D'mso-spacerun:yes'>=A0 Options were discussed around coveri= ng this increase in the total compensation envelope.=A0 We could reduce the dental coverage or we could use some of the wage increase to cover the dental premiums.=A0 The policy committee said it was more important to retain the curre= nt dental plan so the wage increases had 5 cents moved to cover benefits.=A0

6.&= nbsp; Pensions Update:=A0 Spectrum is a member of the Communit= y Living Agencies Network =96 www.clanbc.ca = =96 and CLANBC has been working with CLBC to clearly identify that additional funding wil= l be required for all agencies as pensions become the industry standard in April 2010.=A0

Purposeful Pur= chasing Policy

Purpose:<= /o:p>

This policy demonstrates SPECTRUM=92s commitment to align our spending practices with = our values. Whenever possible, we want to purchase from suppliers who advance = the economic and social inclusion of people with disabilities and contribute to social sustainability. In other words, SPECTRUM wants to buy from companies that are working towards =93disability confidence=94. It is also important= to SPECTRUM to buy from companies who are environmentally responsible =96 who= do good things for the community and for the earth.

Scope:

This policy ap= plies to employees making purchases on behalf of SPECTRUM.

Definitions:

Purchasing r= efers to the process of procuring (buying) products and services from suppliers (companies that provide the products or services to SPECTRUM). The purchas= e can be made through direct buying, or through issuing tenders (a request from SPECTRUM to buy a service or product) and Requests for Proposals.=A0

Suppliers a= re companies (manufacturers, vendors, consultants/service providers) that hav= e a direct relationship with SPECTRUM. These companies may have factories or production facilities of their own, or they may sub-contract parts of, or = their entire, production.

A Disability Confident Organization is an organization that:

=B7 = ; Understands how disability affects their employees, customers and communities.

=B7 = ; Is barrier free for all groups of persons with disabilities

=B7 = ; Is skilled at making accommodations for people so that they can contribute to the organization=92s success.

=B7 = ; Has disability specific skills and confi= dence that allow them to:

o&n= bsp; Recruit persons with disabilities

o&n= bsp; Meet the needs and expectations of custo= mers with disabilities

o&n= bsp; Work in partnership with people with disabilities as valued stakeholders in the community.

Policy: S= PECTRUM will take a number of factors into account when making purchasing decision= s. Specifically, whether:

o The supplier= =92s purchasing/procurement policies and practices promote partnerships with businesses owned and operated by people with disabilities, and with social= =A0 enterprises.

o The supplier h= as a corporate responsibility statement regarding community sustainability (doi= ng positive and helpful acts for the community and earth).<= /p>

o The supplier= =92s Human Resource policies and practices increase the inclusion of people with disabilities in the workforce.

o The supplier= =92s advertising campaigns target and respect people with disabilities as valued consumers.

o The supplier= =92s employee customer service training includes instruction and strategies for serving customers with disabilities well.

o The supplier= =92s facilities (office space, warehouses, parking lots, factories, etc.) are f= ully accessible to people with disabilities.

o The supplier is local.

Whenever pract= ical and financially appropriate, SPECTRUM (including all of its programs and services) will purchase from suppliers who meet the above criteria.

Goods and serv= ices that are identified as more expensive because they meet the terms of purpo= seful purchasing will still be purchased, provided:

= (= 1) the difference in cost is not unreasonable, and;

= (= 2) it does not result in budgetary deficits or restraints.

While expendit= ures must continue to be fiscally responsible ones, they must also conform to t= his policy to the extent that it is possible to do so.

If questions a= rise or support is needed to make a purchasing decision that conforms to this poli= cy, the matter will be referred to the Executive Director for final decision.<= o:p>

SPECTRUM will establish procedures for the ongoing review of the suppliers=92 practices = related to this policy.

SPECTRUM will establish a process to assist suppliers to conduct business in ways that a= re consistent with this policy.

SPECTRUM will collaborate with other organizations that are similarly committed to the philosophy and practice of purposeful purchasing.

This policy wi= ll not result in limitations to goods or services for persons served, or to barri= ers in accessing the community.
